Land Use Planning Review

The next phase in the response to the proposed Tillegra Dam has begun with Council engaging consultants, Planning Workshop Australia. Planning Workshop Australia will assist Council in its understanding and response to the strategic implications of the proposed construction of Tillegra Dam.
Specifically, Planning Workshop Australia, a Newcastle based Town Planning Consultancy, has been engaged to assist Council with: - Documentation of a concise understanding of the existing strategic land use planning framework in Dungog LGA, identifying the core strategic objectives of that framework - as derived from the relevant existing strategies (rural, tourism, economic, etc) and relevant Council policies. Particular focus will be given to those aspects of the framework which have relevance to the proposed construction of Tillegra Dam.
- Profiling of the Dungog community, economy and environment to a sufficient extent to provide the data to address key issues, focusing on land use planning policy
- Analysis of existing key land use planning issues and preparation of associated discussion paper(s).
- Community and agency consultation
- Preparation of a Shire wide Strategic Economic Impact and Opportunities Study, addressing the impacts and opportunities likely to emanate from the proposed construction of Tillegra Dam, building on an understanding of the key issues and community consultation
- Preparation of a Shire wide Strategic Social Impact Assessment addressing the social impacts likely to emanate from the proposed construction of Tillegra Dam, building on an understanding of key issues and community consultation
- Review of the Hunter Water Corporation Environmental Assessment for Tillegra Dam . Documentation of the scope of potential impacts and opportunities likely to arise from the construction of the Tillegra Dam - comprising both pre and post construction/completion impacts. Understanding of the relationship between the Environmental Assessment and key land use planning issues.
- Review of Council Tourism & Economic Strategies, providing recommendations for their amendment resulting from the proposed construction of Tillegra Dam. Specific recommendations are to be made regarding proposed amendments to Council’s Economic Leakage Study.
Identification of closer settlement growth opportunities (urban, commercial, industrial, rural lifestyle opportunities) for Dungog Township resulting from the proposed construction of Tillegra Dam - Recommendation of appropriate associated amendments to Dungog LEP 2006 and related statutory documents (e.g. relevant DCPs, LAPs) resulting from the proposed construction of Tillegra Dam
- Provision of advice / recommendations regarding longer term responses / directions appropriate for consideration in the preparation of Dungog LEP 2011 resulting from the proposed construction of Tillegra Dam
Recommendation of appropriate amendments to existing land use strategies and policies (as relevant) resulting from the proposed construction of Tillegra Dam - Preparation of appropriate documentation (e.g. draft amendments to statutory instruments and strategic and policy documents) for implementation of adopted recommendations and outcomes. This will include preparation of suitable associated documentation for public consultation.
- In the event that the Tillegra Dam does not proceed, identification of preferred alternative land uses on Hunter Water land at Tillegra
Planning Workshop Director, Garry Fielding, will head the Land Use Planning Review. Garry is assisted by Planning Workshop Associate, Julie Wells. Julie will operate from Dungog Shire Council offices one day a week during the period of the Review.
