Public Exhibition - Community Strategic Plan
Following a review of the Community Strategic Plan 2025-2035 and preparation of an updated Delivery Program 2025-2029 and Operational Plan 2025-2026, Resourcing Strategy, Budget and Fees & Charges, Dungog Shire Council has endorsed these draft documents for public exhibition.
The public exhibition provides the community an opportunity to read the documents, seek clarification and provide feedback on the draft documents. The draft documents have been reviewed by the elected Council in conjunction with Council staff incorporating actions from existing strategies, programs and implementation plans previously agreed with the community.

Draft Capital Works Program 2025-2029
The Capital Works Program has been developed with a preferred option that aligns with Council’s strategic plans and priorities, available resources, and operational capacity. This preferred option is recommended and has been included in the draft Delivery Program. However, to provide full transparency and support informed community feedback, two additional options for the Capital Works Program have also been developed and are included as part of the exhibition (see Draft Capital Works Program Additional Options 2 & 3 included in the draft documents listed). These options present alternative scenarios for consideration and reflect differing approaches to project prioritisation and funding allocation.

Community Information Sessions
During the 28 day public exhibition period for the draft documents, community information sessions will be held at the following locations and times:
• Dungog – Doug Walters Pavilion, 40 Mackay Street, Dungog - Monday, 28 April 2025 | 4.00 – 6.00pm
• Vacy – School of Arts, 779 Gresford Road, Vacy - Thursday, 1 May 2025 | 4.00 – 6.00pm
• Gresford – School of Arts, 42 Park Street, East Gresford - Monday, 5 May 2025 | 4.00 – 6.00pm
• Clarence Town – School of Arts, 48 Grey Street, Clarence Town - Tuesday, 6 May 2025 | 4.00 – 6.00pm
• Paterson – School of Arts, 8 Duke Street, Paterson - Wednesday, 7 May 2025 | 4.00 – 6.00pm
The public exhibition and time for lodging submissions will close at 5pm on 16 May 2025.
Any feedback and submissions received will be considered by council, prior to endorsing its full suite of Integrated Planning & Reporting (IP&R) documents before 30 June 2025.
Making a submission
We welcome you to make a submission in writing on any or all of the draft documents on exhibition. Please be clear in your submission about which document and issue you wish to make a comment on.

Integrated Planning & Reporting Framework
The Integrated Planning and Reporting (IP&R) framework changed the way Councils in NSW planned, documented and reported on their plans for the future. The Framework came into practice in 2009 and many councils have refined the way they create and review these plans over the subsequent years.
In essence the IP&R Framework begins with the community’s, not councils, aspirations for a period of at least 10 years. It includes a suite of integrated plans that set out a vision and goals and strategic actions to achieve them. It involves a reporting structure to communicate progress to council and the community as well as a structured timeline for review to ensure the goals and actions are still relevant.
What is the Community Strategic Plan?
The Community Strategy Plan describes the community’s vision and aspirations for a period of ten or more years.
Creation of the CSP is led by the Mayor and Councillors and through engagement with the community. This is the community’s plan for its future. Council will have a custodial role in engaging, refining and preparing the plan on behalf of its community. As it is possible the community will identify aspirations that are not council’s full responsibility role to implement, council may need to partner with state government agencies and community groups to deliver the plan.
What is the Delivery Program?
The Delivery program is a four year plan that turns the strategic goals found in the Community Strategic Plan into actions. It is the point where a council makes a commitment to the Community Strategic Plan, and act upon those issues that are within its area of responsibility.
The Delivery Program is the key ‘go to’ document for the councillors. It identifies all of the key activities the council has committed to undertake over its four-year term. All plans, projects, activities and funding allocations of the council must be directly linked to the Delivery Program.
The Delivery Program is also supported by the Resourcing Strategy. The Delivery Program should be reviewed every year as the council prepares the next Operational Plan.
What is the Operational Plan?
The Operational Plan is a one-year plan that spells out the detail to achieve the commitments made in the four year Delivery Program. It identifies the projects and activities that will be undertaken within available budgets for the next financial year.
What is the Resourcing Strategy?
The Community Strategic Plan provides a vehicle for each community to express its long-term aspirations. However, these aspirations will not be achieved without sufficient resources – time, money, assets and people – to implement them. The Resourcing Strategy is critical link when translating strategic objectives into actions.
The Resourcing Strategy consists of three inter-related elements:
• Long-Term Financial Planning
• Asset Management Planning
• Workforce Planning
Each of the elements of the Resourcing Strategy also play a role in resourcing the achievement of the Delivery Program and Operational Plans, as well as any other strategic plans the council has developed to support the achievement of the Community Strategic Plan.

After the public exhibition period closing date all feedback will be reviewed by the Executive Leadership Team and Council.
